Can I make deposits and withdrawals from bank accounts that are not in my name?

You cannot perform this step individually. Once you submit this request to your advisor, the necessary legal documents will be requested from the person whose account you want to use, and you can make your deposit/withdrawal in this way in line with your advisor.
